How Do You Make Uncertainty Useful?

Imagine a project update recommends delaying a launch because one dependency is still unresolved. The known fact is that the dependency is open; the judgment that delaying is safer is an inference; the decision is whether to hold the launch.

When you share a recommendation like this at work, how do you make those three things clear without burying the decision in caveats? What helps your audience see what’s established, what’s your interpretation, and what still needs checking?
