What Counts as Early Evidence for an Infrequent Problem?

A rough prototype can show whether people understand a workflow. It may not show whether the underlying problem matters enough to solve—especially when people face it only occasionally, so repeat use is slow to observe.

What would you count as credible early evidence in that case? Would you look for someone completing a realistic task with the prototype, investing time to try it, or something else?
